Probably the best tribute song ever is Elton John's 'Candle in the Wind'. It was originally written as a tribute to Marilyn Monroe but went on to pay tribute to the life and passing of Princess Diana.
Don McLean's tribute to Buddy Holly 'American Pie' is one of the best selling songs of all time and is a piece of Americana.

Tribute to Syd Barrett after Syd went crazy. Also they put Syd in the title of the song if you take the first letter from Shine on You crazy Diamond.
Tribute to Cliff Burton (One of the best bassists that ever lived)
Tribute to Martin Luther King. Also an amazing song from U2 in general.

^Those are masterpieces, especially Shine On! I agree! Shine On in it's entirety just has that flow to it like no other song I've heard.
